Section 9(4) was deferred earlier...
Now, it's scrapped for all except Specified Person i.e Promoter/developers for Specified Goods i.e Cement, Capital Goods ect....
So, this section is applicable to only Promoter/developers for Specified Goods..for all others it's remove/withdrawn.
