Yes transporter is liable to file GSTR1 , but ITC claim on rcm done & deposited by recepient can be claim even if supplier do not report it in GSTr 1
The recepiient is liable generate Self Tax Invoice as per section 31 read with rule 46 in order to claim ITC on rcm deposited
