As per my view.,
Rcm not applicable., It's not a Service.

Yes .... RCM is applicable on Import of services.
Yes composition dealer can import services but make sure that RCM paid on Import cannot claim as ITC . As the composit dealer cannot claim ITC (In term of Section 10)

The purchase of Software is not a Supply of Service... But, IGST will be paid as per import supply.
