sir, my client paid transport bill value rs.12700 @ 5 percent collected by GTA.
Can i claim such amount has itc or pay such amount on rcm ?

12700 is the frieght amount. you would have paid the same to transporter. now upon this you have to pay RCM @ 5% on 12700 and can claim same month

Rs.635 is gst collected by gta. can i claim or nor claim such itc

You should paid 635 on gst portal as rcm basis
and same can be claim as itc

Transporter should not collect gst from you. you have to pay and claim as RCM
Transporter should raise Rs.12700 and should mention in his invoice as RERVERSE CHARGE IS APPLICABLE
