in case of RCM on GTA, the transport service provided by sub transporter on behalf if main transporter, whether sub transporter is liable to pay GTA on such services? if yes, then at what rate it will be liable to pay?

yes these services are exempted as the secondary or agent GTA is not liable to pay GST
