Yes...... As per amendment Act 31 of 2018 , the RCM on 9(4) will be appicable as catergory of goods & Recepient prescribe by council & the same has been prescribe by Notification 7/2019 CT on promotor/builder subject to condition prescribe.
Hence its only on Builder/Promoter.
