This section has now been amended.
RCM will be applicable u/s 9(4) wef 1.2.2019 vide Notification 01/2019. If it is further amended. pl intimate Notification no.
Man power supply is not notified under 9(4)
RCM(Reverse charge mechanism) is not applicable in this case
