RCM-gst on interest due to late payment to foreign suppliers against imported goods

we have not paid in time to foreign suppliers as per payment terms therefore foreign suppliers raised a invoices on accounts of interest due non payment as per payment terms...
so in this case RCM applicable on that interest amount???
