RCM is not applicable on URD purchases..
As per Notification it was deffered only till 30.09.2019
As per Notification 7/2019 CT. (R)
RCM on inward supply .from URD is applicable only on Developer/Promotor subject to condition prescribed.

Here m talking about purchase from URD above 5000. Is RCM applicable from 01.10.19 ?

NO .It is applicable for specified class of registered persons which will be notified by the government .However , the notification to bring the Act into effect is yet to issued
