Section 9(4) RCM on Purchase from Unregistered dealer is scrapped for all except Promoter/developers. So, As of now only Promoter/developers has require to pay RCM on Purchase from unregistered dealer for specified goods as per Provision of Section 9(4) of CGST Act, 2017.
