If any security service provider regular registered dealer provide service to a registered dealer is RCM applicable to service receiver registered dealer

the notification has simply used word supplier may be any person (there is no nexus woth registration) and recipient is registered person, then RCM will be applicable

Supplier needs to be a body corporate for rcm, hence not applicable in your case
