RCM applicability date? Should I need to pay tax on Transportation expenses for the month of oct?

Yes if the transport service from GTA...

In case the transporter not GTA then no need to pay GST Tax under RCM basis in any of the date.

Note:
Sec 9(3) related RCM is still applicable from 1st July 17.
Sec 9(4) related RCM not applicable from 13th October 17 to 30th September 19...
