RCM Applicability on Liquor contractor

Human liquor is out of preview of GST, but if a liquor contractor pay fright of rs 7000 per trip to Vehicle onwer(Eicher) for delivery of liquor from wharehouse
to his shops in various districts. Wh
ether RCM applicable ?
