When the goods are exempted specifically then there is no tax, it doesn't matter whether it is RCM or Forward charge.

RCM एप्लीकेबल नहीं होगा । जब माल ही एक्सएम्प्टेड है, RCM का कोई प्रशन ही नहीं होगा ।।।

RCM includes only those notified supplies over which tax need to be paid. so no exempted supply is notified in rcm
