If you want you can take LUT ( Letter of Undertaking) from GST portal and can bill without collection of tax by showing ARN number of LUT in your Invoice. Every year you will hvve renew your LUT in your GST portal by showing your last LUT details. Attached pls find the GST Circular no.40 relates to LUT.
