Rarest of Rare Case !! CPC Bangalore deduct TDS from Refund

Query ???? Very Urgent !!! 

My client is a LIC Commission Agent & TDS Has been deducted from Interest on Refund Amount u/s 244A by CPC Bangalore Unit of IT Department and the refund belongs for A.Y 2012-2013.

My Questions :
 

1) I received more than 150+ Intimation orders (approx ) for A.Y 2012 -2013 of refund cases ( between of Rs 5000/= to Rs 64000/=) , but unfortunately, only in above case , TDS has been deducted. WHY ?????.

Pls Justify with reasons.

 

2) Can i claim of that particular refund amount already deducted by CPC of that particular assessee in a.y 2013-2014 ??? 
 

If ' Yes ' then , what's the procedure to get that ?
 

If ' NO ' then , what's the reason ??
