I have given Declaration for non filing of TDS for Q4 fy19-20.
Now it doesn't allow me to download FORM 16 for Fy19-20.
Pl guide me how am I supposed to download FORM 16 if Q4 return non filing nil return.

You can't download form 16 without filing q4.
