Do i need to pay taxes on invested amount in India or outside India?

No, if you have any income from investment then you need to pay.

If amount is invested in India then tax should be levied as income is accruing in India and investment outside India have no tax to be paid as income is not accruing in India

I agree with Ankit. In general, investments are not taxed per se but income on such investments are subject to income tax.
