Any entity who wants to remit foreign currency to another country, needs to furnish form 15ca and 15cb. It is mandatory. It is the rules made by the reserve bank of india. 15ca is the form to be filled in by the applicant on the nsdl website. And 15cb is like a certificate obtained from a practicing chartered accountant authenticating the nature of the transaction, in your case, surveyors fees..
