is a central government employee who file income tax return can fill Form 15G or 15H for not deduction the TDS from fix deposit?????

but how we save tds deduction from fix deposit????
IF INCOME IS LESS THAN RS 2.5L THEN FILE YOUR ITR AND TDS DEDUCTED ON FIXED DEPOSITS TAKEN AS THE REFUND VIA FILING ITR
but how can we restricted bank employee for not deduction tds in from fix deposiy
