NOW , EFILING IS MANDATORY, BUT ONLINE ST3 IS NOT SHOWING YEAR OTHER THAN 2011-2012. HOW TO EFILE FOR 2010-2011 ??

You can show value of service provided during 10-11 in the ST-3 for the first half of 11-12.
