Query regarding form 16

Hi,

One of my relative has received his Form 16 quite late i.e. on 10-11-16 due to some official issues. The period mentioned in his Form 16 is from March 2015 to February 2016.

Now there is confusion about how to use this Form 16 to file his ITR for FY 2015-16 since period covered in the form is from Mar to Feb.

Also his TDS has been deducted in excess of Rs. 22,000/- than his actual tax.

Please guide.
