Yes........Excise duty applicable for Jammu & Kashmir.........as it apples to all Indai U/s. 1(2) of the Act.

Excise duty is applicable in J&K. However a special exemption is there. Whatever duty is paid in cash via PLA every month, the same is refunded. So a J&K industry can get payment of excise duty from customer as well as refund of central excise duty paid from excise department.
