ICAI hasn't officially announced about GST applicability for CA Final for Nov 2017.
Expect announcement soon.
For IPCC Institute has clarified that GST not applicable for N17
For Final - No announcement yet.
chances are less as institute has to issue study material for the subject before it...it seems not practical...
