We had manufacture tool for our customer for making their products, can we raised excisable invoice for tool cost without movement of tool. Secondly can we raised invoice without charging excise duty under Notification No 67/95 pls guide.

Yes you can. But show notification No.67/95 in the invoice with the remark that " goods (tools) retained in the factory for captive consumption".Duty will be paid when they are cleared from the factory.
