customs house agent (CHA) is a person licensed to act as an agent for transaction of any business relating to the entry or departure of conveyances or the import or export of goods at a customs station. (including preparation of accounts)
whereas
Customs broker is a person who does the activities that involves the "clearing" of goods through customs barriers for importers and exporters (usually businesses).
