Quarantine cost of foreign technician

Foreign technician will visit Indian site and Indian service recipients will pay technical fees Subject to withholding tax.

But there is a mandatory quarantine at hotel and we will pay a lumpsum. This is not technical service. Is there any different tax rate. Not directly related to service
