Qrmp scheme

we don't have igst liability. I have paid Jan tax of cgst and sgst and it shows in my cash ledger. but when I file pmt06 return it asks me to transfer. if I transfer tax amount from cgst to sgst, cgst will be 0. I don't understand. Please explain
