Do we have to pay rcm on purchse of sand from a composite dealer or not?

no as comp dealer is registered one. But why yuo are asking same RCm from URD is suspended till 30/09/18 and ( as per council meet till next one year no RCM will on urd purchase )

Thanks for the quick reply sir. This means I need to treat this purchase as just like an expense where no ITC to claim but just to book bill figure from the bill of supply. Right?

You can make entry as URD purchase in books of account.

Purchase from composition dealer is treated as B2B inward supply.
No tax on composition inward supplies.
