My question, is there any relaxation upto december in GSTR 4 not to fill give detail of purchases including URD purchase?

yes, purchases from registered persons need not be mentioned from July '17to March '18 and u can see that even the sheet is not present in the return and as regards purchases from URD notification was given stating these need not be mentioned from oct'17 to March'18.
and you can see the notification 38/2017
