What is the diff. b/w Provision & Proviso in law???

provision is a clause of the act. whereas proviso is an exception or a reservation to that point.
say
provision says... you will pay Rs. 500 incase you break a traffic signal
proviso: however, the above shall not apply to emergency vehicles such as ambulance
