I changed my job. The new employer has less than 20 employees and hence does not maintain provident fund. My service with my previous employer was less than 5 years. If I withdraw I get taxed. Is there any recourse available?

Can it be transferred in Public Provident Fund A/c and keep them until the expiry of 5 years. Please confirm with other consultants.
