What is the minimum number of employees limit to get registration under Provident Fund in Gujarat. Is it 20 or 10 in Gujarat?

As I understand, PF Act is applicable to whole India (except J&K) and not state specific. Mandatory to register if no. of employees are <=20. However, the organization can get registered voluntarily if its employees are even <20.
