This is a case of delay only. the grace is given for clearing purpose. The intend of law is not to give 5 more days to pay !

The date for deposition of PF is 15th and payment after this date is obviously a case of delay payment.

If a company is paying salary from 18 th of each month to 17th of next month, it means if a calender month is not followed by it for computation of their employees' salary, then by which date that company is supposed to deposit the PF liability.
Say, the company paid on 30th October salary for the period 18.09.2008 to 17.10.2008, then by which date it should deposit its PF and ESI liability.

2. Provident fund applies if a organisation has 20 or more employees correct or central gov will specify ? Correct.

IF THERE IS DATE OF PAYMENT FOR PF IS 15 OF TEH NEXT MONTH BUT THERE IS A GRCAE PERIOD OF 5 DAYS WHICH IS CONSIDERED FOR PAYMENT
IF WE PAY WITHIN 15TH + 5 DAYS I.E. 20TH OF THE NEXT MONTH THEN IT IS NOT THE CASE OF DEFAULT
HERE PAY DOESN,T MEAN DATE OF DEPOSIT OF CHEQUE
IT MEANS DATE OF STAMP ON THE PAYMENT CHALLAN ONLY IF THERE IS ANY COUNTER PLEASE FEEL FREE TO ASK
