Can a CA give property Valuation certificate for application of USA Visa? If Yes, how is the calculation done? please need urgent help.

Thank you. But if I have to value the property of the sponseror then how is his residential flat should be valued at purchase price or at market valuation and what is the format to value the property?

It is student visa and sponseror is parent of the student which is in India.
