if a lady purchase a property of Rs. 200000 from her sister in law and want to save registration charges and income tax then what is the best way for it? is it possible throw gift deed?

You can prepare a gift deed. Gift deed will have to be registered, and stamp duty payable for about 2% on the value.
This transfer of title, rights, ownership will involve some expenses. You cannot escape minimum expenses.
