we have HO in hyderabad but employees recruited for marketing in different states.
how the liability for PT arise? is it Statewise Or I can pay in single state? 60 employees

PT is definitely a state wise tax. however, If we are not having permanent office in that state, it is not possible to get PT registration for that state and salary for those employees need to be considered in head office and pay PT to that respective state
