WHETHER PRODUCER COMPANY CAN ISSUE UNSECURED DEBENTURES TO THE MEMBERS OF THE COMPANY???

As per companies act 1956, producer company can give only one type of security that is Equity Shares. So producer company cannot give any unsecured or secure debentures.
