Please advise the procedure to take load of waste paper from an unregistered trader without getting the invoice in the state other than state in which the buyer is registered.
What would be about delivery challan.
An urgent attention is solicited.

Ask the seller to prepare a Bill of Supply with quantity rate and value. Based on the Bill of supply prepare inward e-waybill from your end. It is sufficient for movement of goods.
I dont think supply of taxable goods to another state can be done by an unregistered person.
