if the pan card has not been recd by the applicant, u can confirm your PAn no by checking it online using the acknowledgement number alloted during the time of application. also. Also contact the office where you had applied for the pan card. incase there is no clarification , in that case you would have to surrender the number alloted and apply for another PAN.

Rather than surrendering the alloted PAN you may apply for the new PAN card by filling the form "Request For New PAN Card Or/ And Changes Or Correction In PAN Data". You may easily find this form in share files or see the link the attached.

contact on toll free no. of Income Tax office they have all the records for issue of PAN, PAN card despatch record i.e when it was despatch, thru which courier, acknowledgement no. if it is already been delivered and also u can know if it has gone back without delivery if nobody is available for receiving the courier.
