I just wanted to know that i had enrolled in PE- II nov 2006. However, I could not continue due financial crisis. Now i reenrolled into 10 OCT 2010. am i elegibel for IPCC May 2012 .

Yes, you are eligible for May 2012 exams. Hope you have converted from pe-2 to ipcc.
