Prior To PAN No. We cannot take the The TDS Certifacate

if any DEDUCTOR deducted TDS ON interest of rs;1500 but DEDUCTEE at the time he have no pan no. He can not claim form 16A. Deductor said that you have need to PAN no. if you want to claim form 16A.

After 2 months he have PAN NO.

Before Filing of TDS Return by the Deductor, if u could provide the PAN then only u can be actually benefited with the 16A for taking credit of the TDS

to claim TDS deducted, person must file return of income and for this, one need PAN. if u r client has PAN now, he should provide d same to d deductor and get 16A. on which basis he can file IT return and claim it.
