What is the treatment of preference shares on which dividend has not been paid? Rights etc of the preference shareholders?

Can pref. sharesholders can claim dividend even though it was not declared but co. has eaarned profits.But mentioned that due to inadequate profits, no dividend is declared
how the shareholders can claim dividend and when?
