is it necessary to learn each section in detailly ? if does so how far it is helpful to such learners.please tell any one those who are in profession

from exam point of view...if you write the whole content properly of the question asked only one mark for section would be deducted

do clients approach CA or CS regarding company issues.please tell me .
small companies wont hire CS but yes they have to get their work done so if that work been completed by their Statutory CA then it is fair enough otherwise they will done it by any Practicing CS
big companies do hire inhouse fulltime CS
can CS also establish forms like CAs.

Yes... They can establish firm in their nature of profession... But, Consider to tie up to any CA....
but why sir? don't have legal capacity
