Poorer states perform well during 11th plan

 

Poorer states like Bihar, Chhattisgarh, Jharkhand and Uttarakhand are estimated to have outperformed their richer counterparts in meeting economic growth targets in the 11th five-year plan period that will end in March 2012. Several other states including Gujarat, West Bengal, Andhra Pradesh and Karnataka are poised to miss the growth targets, Minister of State for Planning Ashwini Kumar told the Lok Sabha in a written reply. The data, compiled by different sources such as CSO, District Institutes of Education and Training, and Sample Registration System, is the average for the first three years of the 11th Five Year Plan. According to the data, Bihar's growth rate was at 10 per cent, against the 7.6 per cent targeted during the 11th Five-Year Plan, while Chhattisgarh grew at 9.5 per cent (against 8.6 per cent), Jharkhand 10.6 per cent (9.8 percent), Madhya Pradesh 7 per cent (6.7 per cent), Mizoram 13 per cent (7.1 per cent) and Orissa at 9.6 per cent (8.8 per cent). However, states like Gujarat, Haryana, Kerala, West Bengal, Andhra Pradesh and Karnataka, fell short of their target for the period. While Gujarat grew by 9.4 per cent against the targeted 11.2 per cent growth, Haryana registered a growth of 9.5 per cent against a target of 11 per cent Kerala grew by 8.6 per cent against a target of 9.5 per cent, West Bengal by 7.4 per cent against 9.7 per cent target, Andhra Pradesh by 7.6 per cent against 9.5 per cent and Karnataka by 7.1 per cent against 11.2 per cent target. During the period, the state of Maharashtra managed to meet the target of 9.1 per cent, the data said. “During the Working Group discussions for State Annual Plans, the progress made by states in different areas is discussed and the States/UTs are advised to make their best efforts towards achieving those targets," Kumar said while responding to a query on the measures in respect of lagging states.
