if invoices are issued before 1.07.17 but payment receipt after 1.07.17 or Reverse. Then whether gst or Service Tax to be charged.

As you have raised bills before GST regime provisions of earlier Act I.e. Service Tax are applicable on those bills. On receipt of the payment you deposit in bank and credit that party.
In case you received advance before 01-0717 but supply is made after 01-07-17 then GST will be applicable.
