Point of taxation

In case a bill is issued before Point of Taxation rules applicable, then how should we deal with the cases where service provided but payment not made. example:

A service provided on 25th January, 2011 but payment not received till date. In the accounts of one co. still payment to servicetax payble for the particler bill. Please clerify
