According to me, the answer is W is entitled to get reimbursement from Z, as paying House Tax is liability of Z, not of W.

Dear Jai Kishan,
As per Sec 69 of Indian Contract Act 1872, a person who is interested in payment of money which another is bound by law to pay is entitled to be reimbursed by the other person....
in this case, applying the above provision W is entitled for reimbursement ...

Dear Prateek,
The rate of TDS will be 20 per cent or rate provided in respective section which ever is higher , in all cases, if PAN is not quoted by the deductee w.e.f. 1.04.2010.
