if the above person is a transporter and transport goods to 7 places of india need gst registration of all states ?

if the service bills are generated from all 9 states yes required as there is no concept of central registration ISD like erstwhile service tax
Thanks for reply ,if the service bills are generated from west bengal only and service receipient are located in other six places in India then also the requirement will be same ?
