A GST registered person in Gujarat has leased out his residential property which is located in Gujarat to a GST registered person outside Gujarat. so which tax should be charged IGST or CGST + SGST?
if CGST + SGST then the recipient can take credit?

In your case the place of supply is Gujarat and accordingly CGST and SGST will be charged.
And recipient of another state cannot take ITC.
